I have a 97 Lincoln Town car. It creeks when I turn
the wheel. Why? Does it need lube?

Yes, if there are grease fittings on the steering components then giver her some grease. Also bushings can squeak also spray WD40 over those, bounce the car up and down to work it in on the bushings.

The whole front end probably needs a refreshing for any grease fittings, bushings, rod ends, springs, etc. Get under there and lube it up well. If it still creeks, you may need to have some of the fittings, bushings or steering components changed out - it is almost 20 years old and things loose their lubricity.

I don't think your car has any greasable fittings. It is probably time to replace A-arm bushings along with any other bushings like the sway bar.
