2004 Grand Cherokee Laredo 4.0

Serious overheating, filled reservoir with coolant and water to fill line, ran until hot again reservoir only dropped about an inch, hoses are hot but not much water in radiator. Is it thermostat or water pump?

try replacing the radiator cap then test the thermostat in a pot of boiling water to see that it opens if it does not replace it also.
