Instrument cluster lights

I have replaced the instrument cluster lights on my 2004 Jeep Grand Cherokee.  
The same lights that were out before replacement are still out.  Something else
must be wrong.  Any ideas?

Do the instrument gages work? Any applicable trouble codes? All I can do is tell you to check voltage and ground. See the diagram, two fuses at the top, voltage. The two wires bottom left in diagram, black, ground. Check voltage and ground, you can use a test light to check.
