Jeep Grand Cherokee occasional steering wobble and burning smell

My recently purchased 96 Grand Cherokee has an intermittent steering
wobble which only happens occasionally. At the same time there is a very bad
smell of what seems to be burning rubber.  This can happen at slow speed
and is not triggered by uneven surface and higher speed like the normal
‘death wobble’. I was wondering if anyone has an idea of what it could be.  
My mechanic checked the steering pump it was ok.

Check that serpentine belt that drives your power steering as well as the other accessories. Something's dragging hard to burn the belt. Usually it's the idler pulley doing that. You will have to remove the belt to see. Put it back on correctly. There's a sticker under the hood that shows belt routing.
