no crank no start problem

no crank no start in my Jeep grand Cherokee 1993 I checked the battery it is
good it holds a charge as well as disconnecting the alternator and check as
well both things are good the starter is not the issue because I can get the
card to turn over if I connect the terminals the car will start and run if I mess
with the relay. Why would my car not be starting I’ve tried starting it in neutral
to bypass the neutral safety switch but still won’t go
