04 crown Vic low beam headlights

My 04 crown Vic  when I turn the knob for
headlights my running lights come on fine but can't
get headlights to come on unless I pull n hold high
beams back n they won't stay on by flicking it
forward need to know what I need a dimmer switch
or lcm or multi functional switch thanks

The LCM (light control module) is on a nationwide recall for your vehicle. Take it to your local Ford dealership to check on this repair. If the LCM is the problem then it will be repaired at no charge to you.
