what would cause a 4.5 liter 1994 ford thunderbird to hesitate when automatic
transmission shifts gears

When was it serviced and the bands adjusted? Dirty valve body, plugged filter, weak line pressure due to a worn pump or leaking pressures seals inside the transmission, or it could be just worn out, the clearances are so great that it takes time for the bands and clutch packs to sync up.
