Check the fuel pressure anyway. It should be 56 to 63 lbs. from the Schrader Valve. Once you build up fuel pressure on the gauge turn the key off and let it sit. Fuel pressure should not drop more than 5 lbs. in 3 minutes. If it does then the spider injection is leaking and would need replacing.

You say good fire, is that a nice white, blueish color spark out of more than one spark plug wire?
It has a new fuel pump distributor cap plugs wires o2 sensors hooked it up to a code reader and its not throwing any codes
There may not be injector pulse. Should verify it there is injector pulse. Try spraying some starting fluid into the throttle body to see if it fires off.
And I do not see any 5.7L listed for '99 Silverado, all I see is 4.3, 4.8, 5.3, & 6.0L engines.
Its a 98 and i tried starting fluid still wouldn't start
Then you'll have to check the cylinder compression. It should be around 150 lbs. You have spark to all the spark plugs, good fuel pressure, and it won't start with starting fluid. The engine should run. Otherwise there would have to be a major vacuum leak, but even at that, it should try to start with the starting fluid.
You get a compression gauge, pull all the spark plugs, screw it into each spark plug hole, and turn the engine over 4 times, meaning turn it over for 3 to 4 seconds. Then you read the gauge to see what it says. You may be able to rent a gauge from a auto parts store.
Had an appointment to go to, so it is unlikely that it jumped time as that is a timing chain in that engine. You would have to bring #1 cylinder up on the compression stroke to TDC, and see where the distributor rotor is pointing, which should be at the #1 contact under the distributor cap, not at #1 spark plug tower. If the timing was disturbed and way off then you would be showing 0 compression on cylinders. Then to verify you would have to take the timing chain cover off and see if the marks on the camshaft gear and crankshaft gear line up.
Is there more going on here that you haven't mentioned? Has the timing ben disturbed because of a timing chain replacement or the distributor taken out for any reason? Your leading me to believe the timing is off for some reason, which would make the engine not start.
