I cannot direct the air flow in the dash to where I need it IE: all air to the defrost, all air out the top dash
vents or put all the air to the floor board. no matter what I select the air always seems to be directed
out the upper dash vents.

Try taking the dash off and looking at the vents close. The switch changing where it all comes out could not be working right. Like even though the switch itself is turning, it might not be turning the actual lever to controller where it goes
