does sound like a fuse box issue but I've been unable to find a fuse box diagram on the internet. You might have to take it to a repair shop and have them look at it. good luck Lstein.
Yeah it does sound like a fuse.Go to your local automotive parts retailer.And get a little pack of fuses they cost like 7 dollars.And i assure you that it will make your horn work.

the fuse box i know where it is but what fuses go where, i have a camero i bought its a 84 but it runs with out the fuses but id rather put them in does anyone know what fuse goes where?

The horns are behind the center of the front bumper (beneath the shroud). If the shroud has plastic pins they pull out and are replacable.

Better yet, the two horns are located behind the front license plate. (hidden inside the shroud). Use a pair of standard pliers to pull the plastic pins, NOT the washers, to remove the shroud. Undamaged they are reusable.
Mine did the same thing and all fuses are good. So I don't get it. It's a 1993 econoline
The horn is controlled by a relay located on the engine fuse block. It is relay J right in the middle of three relays.
