So I called a Ford dealer about the horn and apparently I did not go far enough. The horn is high in the wheel well at the top of the fender. I had to remove not only the front inner fender well but also the upper cover about half way. Then I just pried it down and pushed it toward the motor. The horns are bolted to the inside top of the fender well. The contacts where so corroded I had to sand blast all of them & put dielectric grease on them before assembly. Works great now.
