I am having a problem with my Mercury Cougar
every time I go in my car the lights come on for the
radio and lets me roll down my windows and let
me look at how much gas I got in my car but every
time I try to turn over the car it makes a loud
humming sound underneath the hood it won't let
me even turn over the car I got a new starter I got a
new battery and I don't know why it doesn't want to
turn over so please help me

The problem may be with the starting or ignition circuit. Start by checking the starter relay.
