I have a 1999 mercury cougar . I have
replaced the fuel pump and in line fuel
filter. I put new coil pack and spark plugs

Crank sensor? Fuses & relays.

Spray some starting fluid down the throttle body. It should run a few seconds on that. If so it's a fuel problem. If not check for spark. If you have spark and it won't run on the starting fluid do a compression test. If all cylinders test very low or zero, it's jumped timing. HTH. -Jim
