Assuming there is fluid in the reservoir I would say the pump is the most likely culprit. Fuses and the switch are also possibilities.

The jets sometimes get plugged up also. Can you hear the washer motor run when engaging the wiper washer? If not it is either the motor or something to do with the wiring.
