A/C heater actuators reset every time the ignition is turned on

Ok I've replaced three actuators that were stripped and that's what started the problem but worked fine for about three months. I also replaced the fan relay switch next to the fan. Then I replaced the A/C heater controls in the dash. Then I took it to a mechanic and he put it on a computer and said everything was working perfectly. But he still couldn't figure out why it was still doing it. Every single time you turn the ignition on all the actuators go through a reset like three or for times and some times it gets stuck on heat when the A/C is selected. When the actuators are cycling they also sound like they are trying to cycle to far and are smashing the stops. Once all the cycling is over everything works perfect no matter what you ask it to do. Now when it does get stuck on heat when the a/c is selected you have to turn the temperature knob from hot tp cold several times to get it to work. But not all the time.
