Can a vehicle be registered to one keeper but
have a private plate on it registers to

The registration, VIN and license plate are tied together. Either one person or two people can be listed on the registration, such as a husband and wife.

You can have the tile as you AND someone else or you OR someone else. If you don't trust the other person use the AND option. Problem is if they die or refuse to sign the title you can't sell the car.
