can a vehicle be transferred from one state to another? if so what is the charge?

A car can be registered in any state. There is always a cost no matter where you go. Warning though Utah and California have some of the worst bill of sales tax I've seen in the country.

People relocate from one state to another all the time; it's very common. When you arrive in the destination state, you have a certain amount of time to reregister your vehicles to that state, usually 90 days, and you just pay a fee and a prorated registration fee based on the time of year. It's what everyone does. As for the charge, contact the DMV in that state to find out what the fees actually are.
