We have a 1989 Chevy 1500, New battery, new cable, new starter. Will not do anything. Everything is hooked up.

Should check to see if power is going to the small wire on the starter solenoid when someone is turning the key to the start position. If there is no power there, then it could be the starter relay, ignition switch, neutral safety switch, or the clutch safety switch.
