No a freeze plug would be either from or back of the head, this looks it could be a sensor hole plug, a cracked cylinder head or a blow head gasket. You would need to right down in there to get a good look.
Could be a leaking knock sensor. They screw into the water jacket of the head. Hope that helps! Jim
