Hello, Does it make a difference if the vehicle is moving? A- Yes Check power steering fluid level. A bad pump or rack and pinion is possible. A. No, which is rare Potentially dangerous damage, obstruction, etc to steering linkage. Possible defective ball joint or strut mount/bearing. Least possible is a defective steering column.
