So im thinking about buying this 2006 Bmw for
$1600 but it’s  idling bad and runs rough and the

Buying any used BMW will require maintenance, and if you don't work on cars yourself, that cost will be more if a shop works on it paying for labor. A general rule of thumb is buy a car around $10K, that is under 100K miles with a good history and maintenance records and 1 or 2 owners and you can drive it for a few good years. You want to find the best example of the 2006 year if that's what you are looking at. That $1600 BMW you are looking at might cost you close to that $5-10K in repairs real quick to get it running right and inspected. Which would mean you spent more than what it is worth. Re think your plan.
