Could be broke cable. Have you checked where the gas pedal cable attaches to the carb? Might have became loose and moved some. Check to see if it needs adjusting. Also have someone press the pedal as you watch the throttle move.

I had this porblem when I was putting my 69 Corvette back together after a rebuild. I had obstructions under the peddle,(new carpets and sound/heat shield) and the cable needed replacement as it was frayed inside the sleeve. As stated above, look and see if the carburetor opens all the way. It may be the bracket that holds the carburetor end is moving, lose or not holding the cable (Lose adjustment/holding the cable still) nut. Has the cable slipped at the carburetor? It is not expensive to replace the cable, but you may put a bloop of graphite oil on the cable opening, not WD-40 as it will gum up the cable.

More info please... What makes you think it's not going to the floor? Are you thinking it should have more power and so you believe you may not be getting wide open throttle when you floor it? Or does it feel like something is physically stopping the pedal from going all the way down?
