Backfire and loses power

What could cause the 1989
Chevy Silverado to backfire
and loose power when
going up hills or when a load
is put on it. I have checked
the firing order and is ok
changed plugs and wires,
I'm stumped. Could it be the
coil pack?

I'd use a gage and check proper fuel pressure. If your tbi fuel injection, 9--13 psi. Also, check fuel injector spray pattern, just make sure both injectors are spraying fuel. If this is a carbed engine fuel pressure is usually a little less. Is it backfiring out the exhaust or intake, can you tell? I don't know liter size of engine? I can't rule out other issues.
