03 tracker won't start

Tested the starter, replaced the battery, engine
cranks, but seems sluggish and won't start.

Spary some starter fluid down the intake as you have someone cranking the engine, if it starts and stays running while you are spraying the starter fluid, then you will have a bad fuel pump..
