How can I change the license plate bulbs on 2008 Sebring?

The two bulbs above the license plate are out. I can't get the lenses off - the screws are some crazy kind nobody has a screwdriver for. How can I get these out or is there maybe a fuse blown? Also, the brake light on top of the trunk has a new bulb and still doesn't light.

Also when you put the liscens plate light frame back you need a nail or a thin piece of metal to hold one side in place so you can align the screws. You cannot hold it with your fingers and think you will put the screws back. it is not that simple. it took me some time to figure that out now i am sharing it with others
