That looks like a bump stop. When the suspension bottoms out on a big bump the A arm hits a rubber buffer to prevent damage. It looks like yours has rotted and needs to be replaced.

This is located under the back driver side of the vehicle. This part is dry rotten and broke off. Does anybody know what this could be?
