Fuel pump

My E280 1994 has been stood a long time. I have
changed all fluids new battery emptied the tank
and new filters. I know fuel goes to first pump but
no fuel goes through to filter and to injectors. Both
my pumps are together one above the other with
filter along side. Cannot hear pumps activating
when turning on ignition, my thought is they are
ceased up and need replacing. I also would like to
know where fuse is for pumps as I cant find the
fuse box for pumps? Before buying new pumps
