If you remove door panel window motor has to be removed before you can manually move window up or down.

I have a 2001 Saturn and when I started having problems with opening and closing a drivers window, I popped the window control panel out of the console and took it completely apart and cleaned the switches out with toothpicks, paper towels and alcohol soaked Q-tips. Turned out that the buttons were gunked up with crud that prevented the switches from working properly... I clean them about once a year now just to get any built up dust etc out of them and it works like a charm. I mentioned it to a friend of mine out of state and got them cursing because they had just spent $300 getting their window control panel replaced. Another friend mentioned window controls being dirty was the main problem in a lot of "broken" window controls according to their mechanic.
