2001 ford f-350, no power and very low gas mileage

My dad just bought an 01 ford f350 7.3 liter powerstroke in it. he tried pulling his trailer with it and figured out that it has not got much power, and is only getting 6 mpg! he has put a programmer in it, and it still has no power when pulling. his f250, same year and motor, will still pull circles around it... what is the problem?
