DO I NEED TO REPLACE MY MASTER CYLINDER

New front brakes put on in Feb, and new back brakes put on last week. When I step on the brake, it makes a weird sound kind of like a rubber band popping...My foot can be all the way down on the brake and it still doesn't come to a complete stop.

i would definatley replace the cylinder. it could just be that it is worn out and isn't applying enough pressure to each circuit properly anymore which is causing your brakes not to work.
