92 Ford F-150 4.9 manual transmission won't start

Replaced the ignition cylinder and when the battery
is connected, all of the lights are on even with the
key removed. When you try to start with key it just
clicks. Starter doesn't turn. Starter works when
shorted, engine turns over and starts but not with
key.

The clicking sound signals either a very weak batter or bad electrical connection. Check battery with multi-meter for 12+ volts. If correct voltage present, check connections at battery and starter. Also check the solenoid on the fenderwell near the battery. You can jump the solenoid to bypass it. If it starts when jumped, change the solenoid. U-tube video will show you how.
