My starter keeps turning when
cranked.already replaced the
battery,solenoid and starter

Maybe problem with ignition switch? At the starter relay, check voltage and ground, smaller terminals, use a test light. When cranking, when you let go of key, should be no voltage on smaller terminal. If there is voltage, could be something wrong with ignition switch or connector, circuit could be shorted to voltage, somewhere. I'd have to check flywheel to make sure starter drive gear isn't hung up for some reason?
