Sounds as though the switch that detects the emergency brake being on may have gone bad. You can have a mechanic test this, or see if the fuse is bad. Sometimes a bad fuse will allow this light to come on as a warning that there is a problem that needs to be addressed.

Turned car on tried to put in reverse, car will not shift out of park and windows won't roll down. However, I do have brake lights and used a key to lock out of reverse.
