How can I get my Camry to start

my 1998 Camry will not start.  It has a relatively new battery and alternator.  
The brake won't depress and it is making a humming sound even when I take
the key out of the ignition.  When I turn the key the dashboard lights flash
briefly, then everything goes blank and the humming sound begins.

Your "Not Start" issue needs to be further clarified. When you turn the key to start this vehicle do you hear the engine CRANKING OVER ...or...do you hear merely a clicking sound...or...no sound at all? If the engine is CRANKING....then...we can assume it is not firing up and running. If you are hearing a "humming" sound even when the ignition key is removed...this could be several different components trying to shut down but cannot because of a discharged battery. Having said all that...what you appear to need is a complete Diagnosis of the Cranking/Starting System on the vehicle. What you might consider trying yourself with the help of a friend is to CORRECTLY attempt a Jump Start using the proper/ recommended procedures outlined in your Owner's manual.
