Toyota Camry '98 Weird hissing noise when NOT applying brakes.

Its like a high pitched hissing noise. Maybe
more of a whine. It stips when I apply the
brakes. I'm a new driver and I must admit I
know very little about cars so this could be
something really basic that I have
neglected. I would much appreciate any
help.

It,s most likely the brake booster,check the vacume line going to it,if it,s ok ,look around and check all the vacume line,s,if none are found,may be break booster it self need,s replacing.
