1999Toyota Corolla won't start

I have a 1999 Toyota Corolla that won't start. I
changed the neutral switch and battery,  but the
starter still doesn't even try to engage. When the
key is turned to start, a brake indicator on the dash
comes on, whether or not the brake is depressed.  
And when the key turns,  a click is audible.
