My 2005 Prius windshield fogs when it rains and it won't stay clear no matter what I do

My windshield fogs and streaks when it rains. we have tried new wipers and
cleaning the glass and using the defrost with the air on. nothing helps. It is hard
to see.

set to lever to fresh air from the outside on the outside try cleaning well with rubbing alcohol

ALWAYS HAVE THE A/C ON.. A/C is DRY Air... You control the TEMP... so its easy to have A/C on and temp set to 75...I leave mine at 72.. all year long.. and never have foggy inside windows...
