My aunt has a 2007chevy malibu that the water reservoir is full but there is no water in the engine why is this happening and how do i fix it?

There has to be a vacuum between the tank and the radiator, some where there may be a hole in the hose preventing a vacuum. The radiator cap has to make a good seal as well.
