Have a 1992 four cylinder toyota pickup and the instrument panel does not light up. What could the problem be? Where are the fuses located?

Cannot find a fuse for the instrumental panel.  Also the brake light does not work.  Just purchased this truck and really need help to get this problem.  Can't see my speed after dark.

a ground cable from the battery splits to two cables...one is for the chassis ground attached to the fender, and the other the engine...both should pull at least 40 amps~ even tho the battery may be newish, modern batteries stop accepting a charge and may run with limited capacity...there are two fuseboxes, one under the hood and one next to your leg~
