When do the Subaru Legacy fans work? Do you
work together? The fans work with the air
conditioner

The fans should come on when the coolant gets above 195 degrees.

I mean, do all the fans work in the normal mode with only one fan without the air conditioner?

The ECM triggers the fans; as well you "force" them when selecting AC or windshield vent directions. The underhood relays are all interchangeable for testing, but it's rare to have a bad one. Everything sound like it works ok now?
