2002 outback llbean, my clutch on a/c unit does not engage at all. Is this due to low refridgerant?

yes...get it looked at/maintained and filled to the right amount of refrigerant 16 psi of r-134, I've been told~

if contaminated with outside air (NO vacuum was applied) during filling operations the filter/dryer will grab ahold of the moisture and would show up degraded in your sightglass with the bubbles~ we would change these when putting new refrigerant in...in addition to sucking all the moisture abundant air out of there....before filling~
