Temperature gauge doesn't move from 0 and cooling fans won't shut off.

I have an 02 Pontiac Firebird with just under 40,000 original miles on it.  Upon starting the car the cooling fan or fans will kick on and will not shut off until I shut the car off.  The temperature gauge does not move and stays at 0.
I have replaced the Thermostat and the Coolant Temperature sensor but no change.    No engine light.  Please Help!  Anyone have any advice?

Probably not a fuse issue but have you replaced the fan motor relay? It could be dead shorted in the 'on' position and cause what you are seeing.
