SHOULD this BE ATTACHED TO FRAME?

Question type: Maintenance & Repair

Car died while driving. LONG STORY
SHORT. battery tested bad. Replaced.  NO
START.NO CRANK.  Alternator was CAKED
in oil. It tested bad at autozone.
REPLACED IT.  No crank. No start. ONLY A
WHINEY SOUND and wires at starter got
HOT HOT HOT.
thought maybe whatever made alt and
battery bad made starter bad.
took out and tested.  It tested as GOOD.

IDK how to test for a bad
ground/connection.   However,  i traced
the cord that hooks to battery (the
negative)  and found that it wasnt
connected to frame but looked like it was
supposed to be or something.  Does this
matter???   SEE PIC
