fuel problems

I am helping my brother-n- law on his 1991 Ford explorer. It won't
start. It had just up and died on him. The fuel pump wasn't making
any noise so he put a new pump on it, the pump still don't come on.
The car won't run. What can the problem be HELP

Check the fuel pump relay and the wiring to see if you have 12V at the pump.

We checked the fuel cut off switch and it wasn't kicked out. The car cranks, it just doesn't fire


check for fuel pressure? Spark?
