can u swap a dog house off a 99 jeep Cherokee to a 96
model

I know what a doghouse is on a semi but not sure about a Jeep. But anyway, the 1996 Jeep and the 1999 Jeep are two completely different models and very little can be swapped out. If you are fixing up the 96 Jeep, be looking for 1992-98 model years. That's where you will find something that fits.
