The Rocky Mountain Edition was a very limited edition only offered at the end of the 2004 model year of all Jeep models. The Sahara is the comparable model for newer TJ models.

The previous answer is not entirely correct. The Rocky Mountain Edition was offered on 2003-05 models. It basically raised the base level X to a comparable level of the Sport. It has has upgraded fabric and some other niceties that are on the Sahara. I'm not sure if that answers the original question or not.
