I have a 99 Trooper and getting a strong fuel smell from engine compartment although fuel usage is normal.

You have a gas leak. Common places to look are the fuel pressure regulator on the fuel rail and the connection where the rubber hoses meet the steel line from the gas tank. It may not be dripping but you might be able to see a stain.

I suggest you do not drive the vehicle until you find the leak...you risk a fire that could be catastrophic. Somebody could get hurt. Badly. Take tenspeeds's advice and find it post haste
