dash display indicates a problem with "flap' inside filler tube still open.

Your fuel evaporative system has detected a vapor leak in the fuel system. It detects that the system is not sealed tight and polluting vapors of gasoline may be happening. It does this by pressure and it is assumed the driver left the gas cap off or that flap is not sealing right. Not a big deal for you but maybe there is a vapor leak underneath in a cracked canister or vapor hose off. I keep saying "vapor" because I don't want you to think you are leaking liquid gasoline. You are not. But have it looked at next time it's in for an oil change.
