My 2010 Cobalt said traction is off does it
need to be on

No, not at all. It's nice to have, but it is not necessary for safe and reliable vehicle operation. If you want it fixed scan the car for trouble codes. There are a number of things that can cause it to go out. Make sure you know for sure what is wrong before you start changing parts to avoid spending money on unneeded repairs.
