Radiator fan not coming on

I have a 1997 Honda Civic, just replaces a
hose the other day because it was losing
water. We noticed before it was losing water
that the fans were not turning on, thought we
had fixed the problem.
Could anyone else explain what is causing
this problem or why? And how to fix it?

hot wire the fans at the disconnect and see if they work , check for a relay see if it works you can swap them for a similar one on another circuit , Replace coolant temp. sensor . On some models the fans come on with the AC ,
